How To stop rust from coming back on metal pole outside my home? Have stripped it twice to bare metal. Wiped down with vinegar. Primer. Painted with white Rustoleum. Within a years time both times rust reappears. Marilyn

You have to Prime with Rustoleum rust converter and paint with exterior oil based paint. if you are priming and painting with latex it will actually cause it to rust. Like wrapping it in a wet paper towel.
You have to neutralize the rust prior to painting. Here’s a commercial rust neutralizer sold on Amazon. They have several more.

You can also use white vinegar or lemon juice if you don’t want to use chemicals. If you don’t neutralize the rust it will keep coming back.
You can apply a clear coat made for outdoor applications. Good luck!
