It’s painted steel?
I’d clean the rust off with light sanding, wipe the surface clean with acetone and then hand apply a rust-inhibiting primer & let dry.
Then hand apply coats of matching enamel spray paint.
How to “hand apply”:
Buy a few very small brushes from the dollar store. If you don’t have acetone, then buy that there too.
When you have the primer & paint in hand, shake them vigorously for at least a full minute. (After you’ve already sanded & cleaned the chipped spots)
Take off the cap and hold it far away from you with your non-dominant hand, at a 45 degree angle towards your dominant hand.
Shake the can again & spray a lot of paint into the cap so that it makes a puddle, about 2 tsp.
Dip the brush end into the paint puddle & hand apply the paint to the chip. Go easy on the amount on the brush, so it doesn’t run.
If it runs, have that bottle of acetone & a lint free cotton rag handy.
