I heard Giani paint for countertops is very good, you can get a kit on Amazon for less than a $100.
Yes you can use the epoxy kits made for that but I think you have to remove all the old paint first or it won't stick.
It needs to be clean and sanded first. Citristrip will take off old Epoxy. Test to make sure it doesn't etch the formica too. Probably any good cleaner and a little elbow would do enough.
The most durable paint is the tub and tile epoxy kits, but spray epoxy for appliances can work easier and cheaper. I turned a chocolate brown cultured marble counter and sink a faux limestone look with white and biscuit layered and "sponged" for texture. Spray one solid layer then let it dry. Spray a random pattern of the two shades on top of that using the inside of a plastic grocery bag to dab edges to get a faux stone look. Be careful because the printing on the outside of the bag will stain the wet paint. It takes a few coats to build a natural stone look. You can experiment with black and grey for a dark marble or soapstone look. Practice on cardboard first.
I went to Menards and was told to use an oil based primer to cover the Formica. You could probably use a standard primer since it's already been painted. Then I used a countertop paint he also recommended. I love how it turned out.
