May need cleaning. If you use the wrong oil you can really do damage. I'd call a clock repair person.
my husband is (for an amateur) pretty good at clock care and repair. He even made a clock. I will ask him. However i have never heard of oiling chimes but will get back to you
You need special clock oil on the back of the clock put a dot size drop in every open hole in the back of the clock we’re the brass is
Helen I did ask my husband and he said chimes are NEVER oiled. He said that the closeness of the hammer to the gong can be too close or too far and that would make a difference in the sound of the gong. Don't do anything to your clock without consulting an expert.
