Can I use box springs for a deck base?
If I were to lay down cement tiles on ground then attach several box springs together couldn’t I use that as my base for a deck?

A deck is a lot of work to build and the foundation is the most important part. I don't suggest using something that would rot and make your deck unstable and dangerous.
I agree with Emy. You need to have concrete footings for a deck.
No, not safe. It totally sounds like it would shift and you could get hurt. For starters you anchor a deck into something like 4 x 4 posts that are sunk into concrete set in the ground.
