Could it be residue from a sticker or label? Try a little Goo Gone on a spot, ket it sit briefly and then wipe or scrape it. If cleaning it doesn't work, try the company who made it, since it is new.
I agree sounds like a bit of adhesive or silicon caulk, I would spray with some cooking oil spray and use my single edge razor scraper to remove it. You can buy the scraper at the Dollar Tree or any hardware store.
If the spots are residue for a sticker, you could try WD-40. I use a mixture of Dawn, water, and white vinegar to clean everything, including the mirror in the bathroom, so it should work on your storm door if the spots are just dirt. Good Luck!!!
