Just plain old silver cleaner and elbow grease, It is a lot of work but worth it.
Buy regular silver polish like Hagerty. Use soft old flannel to polish. They also sell a soft brush to get into the grooves - but some choose to leave it for the patina. Not that hard to polish!
I like dipping mine in TarnX.

When I use Tarnex on my silver service, the chemical makes my silver really susceptible to tarnish quickly once again. I have found that after the Tarnex removes the black, I lightly rub the surface with Wright's Silver Cream. It seems to retard tarnish.
On subsequent cleanings, I have found that the aluminum foil / baking soda bath works well.
