I use a pants hanger. It has four bars that lift independently from each other and I slide my craft tape and spools of ribbon onto the bars. Depending on the size of the spools, you may only be able to use three of the four bars.
I think Debbie's pants hanger solution sounds great. I use curtain rods for all types of rolls. It works great for tape as well as rolls of ribbons. I just make sure the diameter of the rod works with what I am organizing.
I have a peg board, so my washi tape goes on a long hanger on the peg board.
