I use the cheap nail-polish bins/holders they sell at the Dollar Store. You can find them that will hold a dozen bottles. I just group mine by color families, and these work well. They're stable, easy to store, and inexpensive.

I have and old drawer on my craft shelf that is the same depth as the paint bottles. I turn the bottle upside down to see the color.
