i am not sure about pallet. But you can use over door racks to hang brooms mops dust pan etc!
I finally solved this problem after years of storing brooms etc, upside down where they constantly fell over. I had a smallish hanger that is open at one end (the horizontal piece) I just "threaded" all the broom/mop handles on this through the holes they each had in the end of the handle, then I hung the hanger up. This works like a charm and I have a much neater space with only the vacuum cleaner on the floor now.
