Can I paint over painted kitchen cabinets or do I have to resand them?
Previously sanded and painted kitchen cabinets well I have to do this again or can I just paint over them?

Just clean them first and re-paint.

Are you painting them a different color? This is my favorite shellac-based primer. Wash down with TSP, then paint unless you are going to a different color, then Prime after cleaning. Stay with the paint base that is on the cabinets now - latex or oil.
You should at least clean them very well with TSP but the best method is to prime them and use a good kitchen appropriate paint, such as enamel for the most durable finish. Don't listen to people who say you can use chalk paint on your cabinets. While it might to on well and dry quickly they still need to be sealed or protected so they don't scuff.
