Moles- I would use mole bait in their tunnels.

Voles- are like mice and all I can think of is mouse traps. If you have pets, I would “screen” the traps from them.

Those sticky pads would get full of garden leaves in a hurry.

Mouse poison cubes would also need “screening”.

I was thinking more of making up a substance that they didn't like and would move house.

The moles and voles are likely eating insects- grubs in your soil.

I would love to find a solution too! I’ve tried to Tomcat trap and the Sweeney worms and they both didn’t work for my troubles. Some have suggested to get a cat - or- eliminate the grubs in the soil.

In master gardener classes the expert lecturer commented there are four possible solutions, get a cat, get rid of the grubs, get a trap or live with them.

Sorry to say I can say I've have not found my answer to eradicate these pests.

Heres a link with some information and suggestions.

Good luck in your search for a solution!
