Find your local quilt guild by Googling. There are many groups that hold classes for beginning quilters that are either free or low cost.
You Tube has hundreds of quilting videos, so take the time to poke around and find the instructors that explain in enough detail so you can understand. What works for me, might not for you.

Also quilters are in 2 camps and fractions within the two camps. Machine quilting and hand quilting. I can see the beauty in all of them, but there are always a few staunch hold outs on procedure.
