That is in my kitchen too. It's a pain. In my case, since I live in earthquake country, that's where my grandmother's and mom's China sets live. What I did do was measure the width and depth and purchased a sheet pan (from a local restaurant supply), that fit for both top and bottom. Then I piled my stuff on top of it. When I need any of the items, I have to unload the shelf then just slide the cookie sheet out, retrieve what I need, shove I back, then replace the pots and pans. Not ideal, but I can't afford to remodel at the current time.
There's a special shelf you can purchase which pulls out but they are pricey. I store my large pan in mine that takes up the entire space. You can also try putting items in a tub and pulling out when needed.
Oh, yes! I have one, too! A solution is large deep sided baskets, which I used. House is old, but in great neighborhood and when hubby and I are gone it will be razed for something offensive (at least to me) so we are not doing large/expensive renovations, hence the baskets. These baskets have handles on the ends for easy pull out. The stuff used rarely goes in the one to the back (on each shelf) and the easily accessed ones have stuff I use quite frequently. Not near as expensive as the fancy shelves and fit the space exactly as I want it. Our daughter's new kitchen has one and it is great for her space, but mine was larger and the shelves don't come that large. Good luck whichever way you choose and do it sooner rather than later!
