You should be able to pull up the entire plant if you want to get rid of it completely.
Morning Glory is an annual vine that once pulled up will not come back from the roots, though it could return from dropped seed. However, the Morning Glory Family (Convolvulaceae) has over 5 dozen species in North America and many of these are hardy perennials. While not usually as high climbing these may continue from deep, underground roots. Repeated cutting back of sprouts will eventually kill it, so regular mowing of the grass will take care of that. Spraying herbicide on emerging clumps will eventually kill the roots, but herbicides will kill any other plant that gets accidentally sprayed, so be careful.
Just pull it all out at the end of the season so the seats don’t replant
