It could be that the threads on the neck of the light bulb are gunked up with accumulated dust and lint. It could also be that some of the metal is rusted.

If the bulb is old, there is a possibility that the glass might break in the process of trying to remove it. To avoid getting bits of glass all over, I would suggest that you hold a plastic bag around the whole lot so that if the glass does shatter, the bits will fall into the bag. It may be easier to try this with two pairs of hands - one to hold the cup and turn, and one to hold the bag.
Let us know if you are able to get the bulb out.

Judy, turn off the electricity and spray the connection with WD40 or mineral oil. Let the oil seep into and around the connection-about 5 minutes. Then grasp the lightbulb with a clean dry dishcloth or a similar cloth and twist the bulb to unscrew it. If it breaks, use pliers to unscrew the bulb base. The cloth or gloves will further protect you. If any broken pieces are still in the base, pull them out and shake the base to removes glass or other tiny particles. Wipe the inside of the connection with a couple of drops of the oil, them wipe with a dry cloth to remove any residue of the oil. Screw in the new bulb and turn on the electricity. Voila! You have Light again. Jewell
