How can I completely get rid of spider mites?

Spider mites have been driving me crazy. Have sprayed with neem oil. Worst infestation in 17 Years. Do spider mites take the Winter Off? Fact or Fiction; my trees and bushes can get infected if others in neighborhood never use neem oil to control problem. Or should I be using something else ??

Maybe ask your local nursery. We don't have spider mites here.
