If it is carpeting this might be a difficult job, call carpet cleaners they can give you some advice. If it is a rug, lift it up and support it as best it can be and then use strong fans blowing on it till it is dry, then vacuum baking soda or some other product to sweeten the smell of the carpet.

Where is the carpet? Why is it wet? Do you have fans running to dry it out? If you smell mildew, chances are the carpet and any padding underneath are growing mold and even drying out won't help the situation, it must all be removed and sanitized for health reasons.
