Get acrylic based caulk and a caulk gun. Use caulk to glue seashells, stones, tiles, or broken bits of plate to your frame. Let dry overnight.

If it is ornate, you can get buffing gel in silver, gold, copper, bronze. Just rub the gel over the frame and it will leave the metallic color.
You can also gild it with squares of metallic foil.
if it is plain, get your glue out. Mosaic it, flowers, tiles, paper, glass beads, twigs, moss, crayons, hot wheels cars, whatever.
