    After cleaning with TSP and assuming they don't need any repairs you'd want to start with a good primer such as Zinser 123. Then follow it up with a quality latex paint for kitchen cabinets. Paint can take 21 days to cure fully so I wouldn't reinstall cabinet doors or drawers until the paint is cured and passes the fingernail test (if your fingernail can make a dent in the paint it's not fully cured).

    I agree with Toni. You need to clean, prime (i use Kilz) and then paint. A latex enamel gloss paint will give you a more durable finish than semi-gloss. I've never needed to wait that long to reinstall the doors, but I live in a dry climate. I usually reinstall within a day or two.

    If you are looking to repaint - I recently discovered Oil Bond (you can get it here on Amazon https://amzn.to/2wGmiNO) where you rub this first on your cabinets. This helps the paint stick so you DON'T NEED TO SAND!! Also add a bit of Oil Bond to your paint. I would also spend a bit more for specific cabinet paint to ensure a smooth finish.     Use a shellac based primer.
