How can I create a kitchen backsplash on a budget?

Hi Michelle, you could just paint them for now and then do the tiling when you find a tile that you like, the other thing is, you could do the peel and stick. but then you have to remove it for real tiles.
How about beadboard...that looks nice, painted.
Wallpaper or vinyl flooring
I agree with the people who have said go to Habitat for Humanity Restore. I bought granite countertops there that were donated by a contractor. Never used. They sell tiles 10c each and have lots of other building supplies. Of course it is hit and miss because the merchandise is donated.
If you like the shiplap look, you can get a pretty big pack of wood shims and/or paint stir sticks. Glue them up and then paint or stain to fit your decor.
Placemats and two sided tape easy cleaned and easy to change the look later
