The Screws will keep coming out if the timber is shot! You will need either a Rawlplug in the hole or Bigger Screw and or Wood Plug Glued in place first before you try to re-screw. Maybe the chairs could Hope that helps. do with having a tie bar around on the inside to try to stop the spread when sat on.
You can try something like LocTite, which is like a glue to keep screws in place. Or you can get slightly larger screws.

My husband had the same problem with our wooden chairs. He used gorrilla wood glue AND the screws and they quit coming out.
