It sounds like your adhesive isn't working. You may have to use some more adhesive and stick them back down.
Use loctite construction adhesive and glue them down again.
Perhaps:
The mounting surface may have not been clean and like flouring a pan.
They were not burnished down and now they can’t be because water is under them.
No option except to pull them up, clean them and the floor with 70% or denatured alcohol and re-apply then with a botched trowel and mastic rated for flooring.

If the tiles are not sticking, it is most likely because the substrate was not properly prepared. I agree that the tiles will have to be removed and replaced. Though you could try contact cement to re-adhere the tiles if replacing is not an option! I hope this helps!
In addition to the adhesive backing, try using spray adhesive too
