You can use a chemical stripper to remove the old finish. Citristrip is a good one. An orbital sander will also take off the old finish. Use a heavier grit sandpaper to remove it and finish with 220 grit. Apply your new finish (stain?) to the bare wood. I recommend polyurethane for a durable topcoat on the table.

Refinishing a Table Top the Easy Way
Hi the easiest way would be to use chalk paint and a sealing wax . No stripping , no sanding or primer needed !!!
When I refinished my wooden dining table top, I stripped with a mild stripper and scraped existing top coat. Then cleaned with denatured alcohol. I liked the color so I then added 3 coats of poly to seal and give a hard finish. If you want to change the color, you will need to sand until there is no stain. Then clean, stain, and seal.
