Hi Robin,
FIRST have it tested to find out if it has asbestos. That is the most important step that you must take for safety. If it does not have asbestos, you can dampen it and scrape it all off. We used a spray bottle with filled with water and let the water soak into the material. Just cover your room with drop cloths to keep the mess to a minimum. If it's painted you'll either need to sand it, use a paint remover or cover it.
If it has asbestos, you will have to "contain" it. Check your local laws to find out if you can do it or if you must hire a professional. Usually "containing" means covering it with other ceiling material. You can use dry wall, wood planks, ceiling tile or other items that you might like.
