Are you referring to exterior plug outlets that are in a wall, or loose plugs that are connecting to extension cords?
If the latter, then protecting covers made to keep the plug connections dry/off the ground are available for purchase.
Any plastic food container with a lid. Cut slots on each side for the cords. Plug the cords together in the container and cover.
Thank you. It was the plastic food container idea that I was looking for. The protective covers that are made for the outdoor plugs are great but unfortunately I have yet to find one in which you can connect more than one plug at a time.
