Use a really good primer and make sure they are really clean before you start
If your cabinets have a high gloss finish, I would recommend sanding them. Otherwise you can clean them really good and use a bonding primer first.
I have to agree with Natalie. It is best to sand them. You will probably be disappointed if you don't. A liquid sander may do the trick.
Still have to lightly sand to remove any gloss and roughen for paint. Liquid sandpaper may work.
