Make sure the cabinets are thoroughly cleaned with a degreaser such as TSP (or TSP substitute) and that a good primer is used before painting! I hope this helps!
The reason the cabinets need to be sanded first is so the primer can stick to the surface. it has to be cleaned of the grease and dirt from years of cooking (using TSP, etc), and then sanded. It's a thankless job, but better than all of that hard work and then having the paint peel off!!
Take one of the cabinet doors to the paint department of your home improvement store and ask for their advice on paints, materials, and application tools to do the best job. They know the best methods and materials to do a professional job.
Wash down cabinets first then paint with ESP (easy surface Preparation). The your desired paint.
Depending on the material of your cabinet, it's definitely worth it to sand. You want the paint to adhere and not have it peel off and look bad.
