If on the base of the fan, just glue them on. If on the blades, the motor may not have enough power to move the blades and cause the motor to burn out.
Not on the blades. it would upset the balance and the blades would wobble.
While it sounds like a fun idea, I would skip it. You can't add anything to the blades as it will throw the balance off kilter and ruin the fan. If you are dead set on sprucing up, remove the fan blades and mod podge them. Even that would be "iffy."
You could paint the fan blades in a fun color
LOL, I would like to be a fly on the wall to see what happens when that glue dries out and the stones start flinging off. Probably not a good idea.... but if you want bling, I would go with the glitter paint from Rustoleum.
