Hi Maria. I'm Cindy. If you put a lip on the front of your shoe rack it should hold them in place. You could use trim or even a wooden dowel to make a lip. It sounds like your shoe rack is too slanted. Is there any way you can decrease the slant?
How about using gripping shelf liner cut to fit only that set of shoes.
I use the gripper shelf plastic/rubber from the dollar store, it comes in a roll, limited colors though.
Hang a large butterfly clip from the shoe rack and hang each shoe from the toe end of the shoe upside down not the heel end

You could also fix a stop at the bottom of the rack..................
Turn the rack around so it slants toward the wall. Works like a charm
