yup. Chalk paint will adhere. It won't be long lasting so I wouldnt do it in a high traffic area. But for decorative its all good!
Yes, sanding it will give it some 'tooth' for the paint to adhere.
Chalk paint works on most surfaces, even glass. It may not last, though. On items I've done like picture frames that were plastic, it still looks great..
I think you would get better results with Krylone spray paint for plastic.
I've never used chalk paint on plastic, but I would prime first so that it won't just scrape off. Lightly sand the surface, use a good primer (Zinsser BIN is my fave) and then paint. I know chalk paint is "no prep" but some surfaces require more work.
Annie Sloan Chalk paint adheres great to plastic! I think it depends on what brand of paint you are using. I've also had luck with Dixie Belle and Jolie furniture paints sticking well to plastic. :)

You would need to use a primer first, like Zinsser. I would give it two coats, let it dry then add the chalky finish paint
I would probably prime it first and then use a chalk paint.
