I would use spray paint on the outside only. They make versions for glass and they come in metallic tones.

As another option, the upper portion of the glass votive can be taped off and the lower portion painted with copper spray paint! I hope this helps...
You can use rustoleum metallic spray paint! I would recommend using a bonding primer first to help the paint stick to the glass
There may be a glass paint available in copper otherwise you could try a spray paint.
