Don't paint it. Glass can definitely be painted, but when it is lit from inside all the streaks etc. will show.

You could spray paint it with a bonding primer and then your desired color of paint! Cover Stain or BIN Shellac primer are really good bonding primers!

Also keep in mind that painting over any light fixture (glass or plastic) will reduce the intensity of the light and may also alter the color of the light being emitted.
It does not look like glass but resin to me. You can tape off the glass with blue painters tape and paint the black frame red. Either spray paint or hand paint. Painting the glass will block any light. The glass looks like it already gives off yellow green light.

Always best to go for the lightest colour first. If you don't like it enough you can always go darker...... Try glass Paint from craft store or department.
