Any ideas for the quickest, most cost effective way to block road noise from a busy highway?

Sorry for your hassle! A white noise machine works for us sometimes. We use an old iPod hooked up to speakers with nature sounds tracks downloaded.
Here's a post that might help - https://www.thisoldhouse.com/ideas/yard-noise-reduction
Hello. My suggestions would be thick insulated curtains also consider landscaping if you’re going to be at this residence for sometime. The various sound machines for sleeping can be helpful.
Great suggestion from Chas,
To this I would add a few things:
Long term if you can build a fence and then put a row of shrubs in front of it that will help.
My parents used large bushes, we lived on a frontage rd.. Lived there until I was 18. Never noticed it, LOL. But anyone who stayed the night never slept!
Heavy velvet drapes would help, and a white noise machine will mask the noise with something more pleasant. The white noise machines usually have 5 types of "noise" like soft rain forest, ocean waves, birds singling, etc. You can find them on Amazon.
Shrubs help block noise and black out curtains can help too.
Yes I was going to suggest heavy blackout curtains- the multiple layers of fabric will help absorb some of the noise. And I've never tried these, but have you looked at sound proof panels? https://www.amazon.com/s?k=soundproofing+panels+for+walls&gclid=CjwKCAiAu9vwBRAEEiwAzvjq-7blFnFMTL3mzUyGmnqzIi7n1Z5npG2DGKZhIIQ2UfMoh3p3GvT2HhoCecUQAvD_BwE&hvadid=178540562051&hvdev=c&hvlocphy=9033265&hvnetw=g&hvpos=1t2&hvqmt=e&hvrand=10660319417112477960&hvtargid=aud-840076997981%3Akwd-13664595857&hydadcr=29236_10199670&tag=googhydr-20&ref=pd_sl_8cul6scwxe_e
