What is shoe molding?
You will need a mtre saw and saw box, and a nail set with snall finishing nails.... https://www.youtube.com/watch?v=_NiHDQeFOLQ
Make sure you nail the shoe molding into the baseboard and not into the floor. Movement in the floor will cause it to pop out, crack, and fail,

Oh, I think that is what we call quarter round.
I suggest pre-drilling smaller pilot holes, to keep the wood from splitting.
Also buy a nail set or nail punch.
As suggested above, a mitre box or a mitre saw. If you have complex molding, I would recommend a compound mitre saw.
Once you installed it, you can seal it and hide imperfections with a bead of caulking since most of the time you won't be able to make a perfect match to the baseboards and floors.

Personally, I paint mine before installing. That way, I only have to fill nail holes and touch up.
