Mmmmm, such an interesting question Debbie. Will you be putting the shopping bags inside the glass jar? Or do you want to "paint" the shopping back onto the jar?
You can try! I would think as long as they are laying flat you can paint them but perhaps as soon as you start to crinkle them up to put in a glass jar the paint may crack. This is a trial and error project! If you are adding artificial flowers to a vase perhaps you can find some pretty colored tissue paper instead to put inside your vase!

you need the right kind of spray paint that will work for the type of plastic the bags are made of. Just read the labels before you start.
Spray Paint would probably work best!
I'd do spray paint it would be hard to paint with a brush.
