In my bedroom I started with the comforter and built the rest of the room around that. The comforter dictated the color of the drapes, wall color, throw rugs, etc.

My solution is to go to thrift stores, consignment shops, garage sales. Amazing home accessories such as lamps and art in particular can be found for very little. Frames can be spray painted. Art can be switched out of frames -you like.
Easy! Do it over time. I redecorated both my master bed and bath for less than $500, but I decided on what colors I wanted and collected everything over a period of time and when I had everything I needed, I spent a day swapping everything out. I started with a piece of art and a comforter and found everything to coordinate with those two pieces, including new bedside lamps and a few decorative accents like throws, vases, photo frames and pillows and shower curtain. Keep in mind I kept all existing furniture, carpet and wall color. If you want to change over those items there will be a lot of hunting and DIY. Here are some sites for inspiration.

For our bedroom, I used drop cloths for curtains, made my own headboard, painted, and found a great comforter at Target. I've also bought pillow covers from Hobby Lobby to give a new look using throw pillows I already had on hand. $1000 should take you really far to update your space.
I don't know that I could spend that much unless I replaced my furniture. Pick new drapes, linens, and comforter, then choose a paint that will work with those. Go with a neutral so you don't have to re paint when you want a new comforter. I buy mine at Macy's and they have fantastic sales which also include throw pillows. A nice rug on either side of the bed or at the foot. You might want to re arrange your furniture for a different look. You should be able to manage all of this for well under your budget.
