I received some FolkArt ultra dye as a gift once. It's an intensely colored stain and I really liked it. It comes in a full pallette of colors that are very vibrant. I think it would work great for an old picture frame
I have restained, and painted my frames and mats. I sanded down ever so lightly and then either applied stain [usually darker] or I sprayed with Rustoleum paint so not to have brush marks. It comes in tons of colors.
Painting works on even vinyl frames. Chalk paint, especially. Small containers of Waverly chalk paint that Walmart sells is great for this.

You could paint them in bright colors with chalk paint. You could also hot glue embellishments (like small wood shapes, etc.) on them with hot glue.

It depends on the frame and what you intend to do with it. If you want to use it as a frame again, try painting it, spray painting it, using some Rub n' Buff on it.
