Can I cover penny tiles in my bathroom without removing them?

They make adhesive for mirrors. Check with your local home improvement store.
Loctite power grip gives instant adhesion but give plenty of time to move around and straighten. Look in the caulking section at Home Depot.

Some ideas from other Hometalkers. Any good clear caulk should work. Use painters tape to hold it in place as the caulk dries.
