Additionally - could you post a picture or better describe your situation? Is it an elevated or ground level terrace or are you looking for some sort of wall divider screening or a screening from above?
Are you looking to build something, or do you want landscaping options. If you want landscaping options it would be better to know you’re planting zone to offer the best screening shrubbery that can be tolerated by your climate.

Install trellis(s) and plant a vines to grow up the trellis to block the view, or you can purchase rolls of bamboo fencing and install, if that's allowed in your area.
You could plant some fast growing tall pines as a natural screen

Push Bamboo poles into the ground and wind fabric in and out to form screen. Erect a Fence or Trellis or Screen or plant a large planter up with tall plants. Build a plant wall using blocks. Buy a Beach Windbreak maybe? Best wishes.
Consider plants in pots, even a hedge, real or artificial. You could also make a screen of lattice pieces.
There are oodles of ways to do this and I’ve seen some fantastic ideas on Hometalk. Did you try the search bar at the top left?
