Hi Maureen,
I couldn't find the exact type of chair that you described, but this one is close. Maybe you can use this as a guide. Wishing you the best.

Hello, I would consider using aersol spray adhesive and a staple gun if it were my project.
Here’s a picture of the chair I’m hoping to tackle.
That is going to be tough. With the position of the spindles, splat, and two spindles supporting the back. Only way to do it is use 1/8 in hardboard, which is flexible, and cut it the the size of the inside of the back. Then upholster the panel front and back. Place the panel on the back and flex it to the contour of the back on the inside. Staple or tack it to the bow and splat of the back. The wood will still be visible from the back but you will have a padded back.
For the seat. Cut the fabric of your choice about three to four inches larger than the seat. Upholster it with some 1" foam and batting. Staple the fabric under the seat. Start with the front, then the sides making sure it's smooth. Cut out any excess. On top your can go only as far as the spindles with the foam, batting, and fabric. Follow along the spindles with the fabric and staple to the curve shape. You can hot glue some trim to hide the staples. It's too hard to wrap around the spindles, staple underneath and get good finished look.
That is not going to be an easy process .. I would simply use a cushion that you can tie to the back ..it is for sure cost effective
