Do you have a leak? Add weatherstripping to seal up the cracks. Otherwise, it should be waterproof unless it wasn't properly installed. In that case, you might need it to be re installed or replaced.
A window opening is basically waterproofed as the window is installed.

You can add weatherstrip or caulk around the edges if it's leaking, but ideally, the window would be sealed when it was put in. I had a leak along the edge of my roof that trickled down through the window, so that's something to consider, too.
Check the condition of your siding and trim. There may be caulk and paint that requires maintenance or possibly repairs to the siding
Caulk inside and out of the window all the cracks between the window and wood any spaces all around and do outside that should do it make shure your baskets are good between the windows were the locks are

Mary...Do you know why water is coming in the window? If you can fix the problem you may not have the issue.
