Fencing is the only sure way to keep deer out of a garden, according to the University of Minnesota. Deer are naturally hesitant to enter an enclosed space, so even a small fence will help to deter deer. The most effective fences are 8 to 10 feet high and constructed of wire.
The only way to keep pests out is to build a greenhouse so you have complete control over what has access to your plants.
You will want to make sure the fencing is high enough to keep them from leaping in so I would say at least 6' high. You can leave small openings up higher, above 3', if you want sunlight to peer into the area as well as be able to see out. You will need to completely surround the area with a door for access. This vegetable garden is entirely enclosed by a fence of cedar, and galvanized steel mesh. The idea here is to protect herbs and vegetables from the wildlife. The height of the fence is meant to keep the deer out. The depth of the wire fencing below ground is meant to deter ground hogs and rabbits.

I have found the best way to keep animals out of my garden is to spread out shavings of Irish Spring bars of soap. I have had a garden every summer for a very long time, about 30 yrs. I have tried so many ways to keep animals out of my garden over the years. And I can say that the soap method is by far the best. We live next to woods and the DuPage River, so we see a lot of wild life on our property. Yes, some animals still get in but it's not their buffet anymore. I grate the bars with a box grater and store it in my shed. I put the shavings around the total perimeter and in between the rows of vegetables. I hope this helps you. Good luck.
We don't have a fence over our garden. What we did was create a dome with flexible pvc pipes and netting. I found a video of something similar to what we did. It definitely keeps the deer and animals out. This one looks very stable too.
