There are lots of ways and it’s likely going to depend on your intended use. I’ve seen a bunch on Hometalk — try the search bar at the top left and you’ll get loads of ideas.
There are some fabulous ideas here:

I really like this project. It's a bit different from most of them:

DIY Three Tiered Stand : #diymyspring
You will need 2 candle holders and 3 glass plates, small, medium, and large. Glue a candle holder in the center of the large plate and set aside to dry. Next glue the other candle holder in the center of the medium plate. And allow to dry. When everything is dry, it's time to assemble. Put the large plate in front of you. Put some glue on the top perimeter of the candle holder. Then place the medium plate on top of the candle holder. Next put some glue on the perimeter of the candle holder and place the small plate on top. Use a strong glue (Gorilla glue, E6000, or Fix All). Karen guess what? You can buy all of these items at the Dollar Tree (Fix All glue too) . I hope this helps you.
Here's my post that might help - https://chascrazycreations.com/create-a-3-tiered-stand-for-your-home/
You could try decorative, white or clear plates and candle stands. Glue them together, if needed.
