Hi! A scrub of baking soda and water has worked great on restoring our backing sheets!
I have a baking sheet that was covered in grease. For months I couldn’t get it clean. Then I tried cleaning it in super hot water (I washed it while the dishwasher was running - my water in the kitchen runs hot then). Almost all the grease is off now!
By "restore" do you mean baked on gunk? Try baking soda and water paste and let it sit for a half hour and scub off the gunk.
If baked on grease, scrub with a steel wool pad like SOS or marble paste or baking soda w/peroxide. You might try spraying with a food safe degreaser and let sit in boiling water to loosen.
If rust, steel wool to stiff wire brush. Do not use if you can't remove all the rust where food will contact.

You could try using baking soda and hot water and letting it soak before rinsing it off
Bar Keeper's Friend with a scrubby or TSP substitute powder and a scrubby will help but ultimately it’s hard to get everything off.
