You have a problem with the Ballcock! I could need changing!! As a temporary fix you will have to raise the ballcock in the system - Maybe help floatation by adding polystyrene or a plastic empty bottle strapped to it.
It will depend on the issue. You could have a leak or your flap could be leaking or your float may need to be replaced. Try doing a bit of self diagnostics. Turn off the water supply and if you still hear water, it's the flap or a leak. Adjust the arm, inspect the interior and make sure the arm is properly connected. Once I had a toilet that was running because it was set too high, another would basically come apart. If you don't want to do all that, you can get a kit and replace all the interior mechanisms. They aren't very expensive and that fixes the issue in most cases, except when you have a leak.
