You can buy a tool for caulk removal. Check with your local hardware or home improvement store.
The best thing is to scrape it off. If it is a messy job, you can score it (just be careful as not to cut into the surface below) then scrape it off. If you are unhappy with the job, remove and put new caulk down. You can get a duo tool for under $10 but I always use a plastic scraper to lift and my finger, damped, to smooth after application.

Does WD 40 remove silicone sealant?
Well WD40 does peel off old silicone, and it does do so much better than any product I have ever purchased over the last 30 years. But, and here's the rub. Unless you can be 100% sure you have cleaned away every last drop or smear of WD40, it can, and probably will, react with your new sealant and not work well
Cutting the edge with a razor blade tool helps with removal. A hint for installing new caulk. Lay blue painter's tape (not the traditional masking tape) along the edges of where you want the caulk. Apply a bead of caulk, smooth the bead with your finger or tool, and then pull the tape off after it sits for a few minutes. You will get a neat edge and caulk won't be all over the place. This is similar to taping an area to be painted.

I would try to scrape it off
Get a screw driver flat head go to the end of the cork dig the screw driver into it get a tip up and hold with your thumb and pull .keep doing that till it’s all off
The best way is to remove and recaulk. Denatured alcohol will remove caulk easily.
