It would depend on your area but I would highly recommend getting a faucet that is self draining unless you live somewhere you never have to worry about freezing.
Frostless spigots run from $40-$100 unless you don't need to worry about freezing than a regular spigot will be quite a bit less than that. After that installation cost will really depend on your area, I would definitely get quotes from several different companies!

With some of the newer plumbing fittings like SharkBite, this is a DYI project if you are somewhat handy. it can all be done with push-on fittings. They are more expensive than regular fittings, but less than a plumber. If you are just going through a wooden rim joist to get to the outside, it's no more difficult than drilling a hole. If you need to go through, brick, block or concrete, it's a little more difficult to drill a hole. You may need to rent a hammer drill capable of that.
