You could make a frame out of wood and attach the fabric to the frame using staples, get the kind that won't rust.

I used 3 large flower pots filled with concrete with a post stuck into the center of each pot then attached wooden poles to hang a privacy material like coolaroo like curtains. Attached 1 inch washers across the bottom as weight so they didn’t blow around but I could pull back to walk through and mow.
