Could you give us some more details so we know what you are working with?
You can do that. It’s best to level as much as possible. Then add a frame, usually wood, to pour your ready mix into.
What is your project?
Hello Beverly,
If you just mix some concrete and pour it on the ground it will not be level or safe. will probably crack after a while too. If you want to make a path or rocks there is a different method to work to. What are you wanting to achieve?

Here's a post that might help - https://www.hunker.com/12003024/how-to-pour-concrete-over-dirt
Hi Beverly, without knowing what you're attempting to accomplish, it's difficult to provide excellent advice. Since concrete is somewhat liquid, you need some type of frame or barrier to keep it from spreading out like pancake batter and being thick in the middle and then on the edges. Best to make a plan, learn the process well before continuing a project for best results.

If the dirt is hard packed, and if you live in a climate that freezes in winter, then the dirt should also be dry. You would be better to get some sand that packs down good, put at least 2 inches of packed sand down, then pour concrete. Good Luck
